NBA's board approved new draft lottery and resting rules

As reported by Adrian Wojnarowski of ESPN, the NBA's board of Governors approved today two important reforms. a new draft lottery system and new resting rules. Both changes will take place in 2019. With the new draft lottery system, the teams with the worst three records will have the same chances of getting the no.1 pick in the draft, with a 14% of getting the pick.
