Parma Perm signs rookie Rashard Kelly

Russian side Parma Perm has officially announced the signing of American rookie Rashard Kelly. The former Wichita State alum has signed a one-year deal. He averaged 5.6 points, 7.6 rebounds and 2.5 assists per game in his senior year.
