Maccabi Tel-Aviv tried to sign Justin Carter but Pinar Karsiyaka said no

The deal was close but the Turkish team blocked everything

According to Roey Gladstone, Israeli power-house Maccabi Tel-Aviv was very close to sign American player Justin Carter 48 hours ago but Turkish team Pinar Karsiyaka blocked the deal. It's not clear which was the reason for Pinar to block the deal but it's likely a buyout's situation.
