Iranian Federation blocked the transfer of Tskitishvili to Mahram

IRIBF blocked the return of Nikoloz Tskitishvili to Iran. The Georgian big man, waived by Mahan last week, returned to Iran and agreed with Mahram.
But the Federation, following the rules, blocked his transfer.
Foreigners are not allowed to play in the same season for two different teams.
