Liaoning beat Xinjiang but the shot clock starts at least 3" late in key possession

Liaoning beat Xinjiang 109-107 in Game 4 of the CBA playoffs.
But in the final play the shot clock started incredibly late and Liaoning had the chance to score the game winner.
The referee checked the instant replay and said tha the baskt was good.
